A CPA for Oregon City and Clackamas County
Oregon City is the county seat of Clackamas County, and the county offices on Kaen Rd are here. The Oregon Blue Book notes that it was the first incorporated city west of the Rocky Mountains and the first capital of the Oregon Territory. Today it is one of the 24 cities inside Metro's service boundary.
The Blue Book describes the Clackamas County economy as agriculture, metals manufacturing, trucking and warehousing, nursery stock, retail services, wholesale trade and construction. That list says a lot about the returns a CPA sees from this part of the county: trades businesses, growers, drivers, family owned shops and the households that run them.
For tax purposes, the key facts are simpler than the history. Oregon City is in Clackamas County, it is inside Metro, and part of its ZIP code sits inside the TriMet district. Each of those lines decides a different tax, and a good Oregon City return checks all three.
Local taxes for Oregon City households
Because Oregon City is inside Metro, residents owe the Metro Supportive Housing Services (SHS) personal income tax once taxable income passes the threshold. For tax year 2025, the threshold is $125,000 for single filers and $200,000 for joint filers, and the tax is 1% of income above it. For tax year 2026, the threshold rises to $128,000 and $205,000. The return goes to the City of Portland Revenue Division, separately from your Oregon return. Your Oregon return and your SHS return are separate filings, so paying one does not take care of the other.
Clackamas County is not Multnomah County, so the Preschool for All (PFA) tax does not apply to residents' full income. Oregon City residents owe PFA only on income sourced in Multnomah County. If you work locally, that usually means no PFA return at all. The difference from a Gresham or Portland return is real money for households above the threshold.
If someone in the house commutes to an office in Multnomah County, part of those wages can count as county income. Once the household passes the threshold, a nonresident PFA return on Form MC-40-NP may be needed. Keeping a simple record of where you worked each week makes that return easier to prepare.
SHS returns follow the federal calendar and are typically due on 4/15. The Revenue Division notes that an extension gives more time to file but not more time to pay. For tax year 2026, it also raises its quarterly estimated payment threshold for these local taxes to $5,000, which matters for self employed residents whose income is not subject to withholding.

Oregon City business license rules
Oregon City requires anyone who conducts business within the city to hold a business license, unless state law or the city code exempts them. That includes businesses with no fixed location in the city that still operate within its boundaries. A home occupation needs a license once it complies with the city's zoning code.
Contractors get a specific exemption. If you hold an active Metro license, you are exempt from the Oregon City license on projects under $250,000. Vendors registered with organizers of events in the public right of way, such as farmers market vendors, are exempt too. Nonprofits with 501(c)(3) status still need a license but pay no fee.
For a contractor, that $250,000 line is worth tracking project by project. A CPA can set up your books so each job shows its location and contract value, which answers the license question and helps with job costing at the same time.
A business that qualifies for an exemption may still have paperwork. Nonprofits are a good example: Oregon City still expects a 501(c)(3) to hold a license, even though there is no fee, so keep the license with your annual records.
Trades, growers and trucking businesses
Construction and trucking businesses tend to have heavy equipment, vehicles and fuel costs, and those records drive a large part of the tax return. Good bookkeeping that separates each truck or machine, along with its loan and repairs, makes depreciation and expense deductions easier to support if anyone ever asks.
Nursery and agricultural businesses report farm income on Schedule F, the federal farm income schedule, when they are sole proprietors, and on a business return when they operate as an LLC taxed as a partnership or as an S corp. Seasonal crews add payroll steps that are easy to get wrong in a rush.
As revenue grows, Oregon's Corporate Activity Tax (CAT) enters the picture. Registration is required once Oregon commercial activity reaches $750,000, and above $1 million the tax is $250 plus 0.57% of taxable commercial activity over $1 million. Wholesale and trucking companies can reach that level well before they feel large.
Owners of these businesses often pay themselves irregularly, taking draws in good months and nothing in slow ones. A CPA can help you set a steady pattern for estimated taxes or, for an S corp, a regular payroll schedule, so the tax bill does not land all at once.
Payroll and the TriMet line in 97045
TriMet lists ZIP code 97045 as only partly inside its district. Two Oregon City employers with the same ZIP code can therefore have different payroll tax obligations, depending on exactly where the work happens. Check the address on TriMet's district map rather than relying on the ZIP code. The same check applies to a home based business that has employees working from the owner's address.
Inside the district, employers and self employed people pay the TriMet transit payroll tax at a rate TriMet lists as 0.8237% of wages and net self employment earnings. Outside it, that tax does not apply, though employers still withhold the statewide transit tax of one tenth of 1% from employee wages.
A business that moves, opens a second site or starts sending crews to new job sites should recheck the TriMet question each time. The answer follows the place where work is performed.
Working with a Portland CPA from Oregon City
Our office is at 515 NW Saltzman Rd in Portland, and we do not have an office in Oregon City. Most clients work with their CPA online, sending documents and questions by email or video, and meetings are arranged when needed.
Tell us what you need and a licensed CPA who works with people like you gets in touch with a clear, fixed quote. If you run a contracting, trucking or nursery business, say so in your request so it reaches a CPA who knows that kind of work.
If you moved to Oregon City from Multnomah County during the year, mention it in your request. Part year residents can owe PFA on income earned while they lived in the county, which adds a return many movers do not expect. Your move date is the key detail.

Common questions
Do Oregon City residents pay the Metro SHS tax?
